The war hasn't started yet, but the insidious tendrils of the Axis are twisting their way around the world. While the world vacillates impotently in the face of this menace, a select group works unofficially for a secretive branch of the League of Nations.

Led by Sean Lester, the Conseil de Sécurité dispatches agents to thwart those that seek to destroy the peace. Working quietly, without assumed identities, these intrepid adventurers travel the globe in pursuit of their goals. Although known by their governments, they have no official status and no governmental backing to protect them if something goes horribly wrong.

These agents must face death rays, gangsters, poisons and superscience gone mad in a desperate bid to stop the war they all know is coming.
